Canada’s catastrophic losses from natural disasters, including the devastating 2024 and 2025 wildfire seasons, have made it clear: preparing for recovery is essential. In a landmark collaboration, the Government of Canada and the Institute for Catastrophic Loss Reduction (ICLR) have launched the new Canadian Centre for Recovery and Resilience. This initiative is a testament to the proactive leadership of the Canadian insurance industry.
The ICLR, founded by the insurance industry and affiliated with Western University, London, Ontario, has long championed disaster resilience, recognizing that its role extends beyond just paying claims. This new partnership expands on that commitment, moving to a proactive, public-private model that benefits all Canadians. The Centre will provide dedicated experts, specialized guidance, and practical training, enabling municipalities to plan for recovery before a disaster even strikes. By leveraging this consistent, risk-informed approach, communities can rebuild in ways that make them safer and more resilient against future climate risks.
According to Minister Eleanor Olszewski, the Centre will provide “expert advice and practical tools” to ensure recovery efforts are quick and focused on keeping people safe. This collaborative effort helps to not only speed up recovery but also to reduce future risks, creating a more prepared and resilient country for everyone.
